In article is shown development of relations between the European Union and Russia at an early stage (before was ratified of the Agreement of partnership and cooperation). In article is devoted to the continuity of the right regulation of
economic relations between the European Communities (the European Union) and the USSR (the Russian federation).
In article is considered influence of the European Union on the Russian economic and political sphere. Participation of
the European Union is established in consultation of the Russian management on carrying out political and economic
reforms, and also rendering of the technical help. The part of article is devoted to the period of negotiations of the
commissions on Agreement creation, and also problems which arose in the course of negotiations are described. The
Agreement on partnership and cooperation is brief analyzed. The basic spheres of construction of cooperation between
EU and Russia were considered in the end of article.
