Highlights of 2008 In 2008 fifteen Tacis projects with an overall budget of
MEUR 25. 4 were completed in Belarus. Among these the Customs Cargo
Terminal project at the Kozlovichi–Kukuryki border crossing was of
particular note. It involved construction of a cargo terminal and supply of
equipment.

Workshops for members of the Advisory Task Force for the
development and implementation of EU Assistance
programmes took place on the 29th of January and 26th of
March 2009. The Advisory Task Force was established on
the 25th of June 2008 at the kick-off meeting of the Tacis
Programme project “Support to the Tacis EU Programme
National Coordinating Unit in Belarus” (NCU Support
Project). These workshops were also attended by experts
from the European Commission Delegation to Belarus, the
Regional EU Monitoring Programme Office in Kiev, the NCU
and the TANCU project.

The main topic of the January workshop was monitoring of
EU technical assistance projects. P. Bories, Team Leader of
the Regional EU Monitoring Programme Office in Kiev, gave
a presentation entitled “Result-oriented Monitoring
Programme for European Neighbourhood countries”.
Workshop participants discussed the place and significance
of monitoring in the implementation of international technical
assistance (ITA) projects in Belarus.

The March workshop of the Advisory Task Force was
devoted to EU technical assistance programming
procedures. Ms. Charlotte Olsson Altansunar, Desk Officer
for Belarus, DG-RELEX; Mr. Krzysztof Yurek, Project
Coordinator, EuropeAid Office of the European Commission
in Brussels; Ms. Laura Garagnani, Head of Operations at the
Delegation of the European Commission to Ukraine and
Belarus, reported on the procedures of EU technical
assistance programming for partner states in general and for
Belarus in particular. During this workshop EC
representatives and members of the Advisory Task Force
held consultations on support sector selection within the
framework of the ENPI National Action Programme for 2010.

EU Assistance programming for 2010 in Belarus
From the 25th to 27th of March the EC Identification Mission
visited Minsk in preparation for the 2010 ENPI NAP.
Executives from the EC Delegation in Belarus / Ukraine and
the European Commission visited the NCU Office, Ministry
of Economy, Ministry of Energy, National Statistical
Committee and Ministry of Foreign Affairs. During these
visits and at the March Advisory Task Force workshop,
participants conducted intensive consultations on the issue
of support sector selection for the 2010 ENPI NAP.
