RUSSIAN NATIONAL SYSTEM FOR THE ESTIMATION
OF ANTHROPOGENIC GHG EMISSIONS BY SOURSES
AND REMOVALS BY SINKS: GENERAL POINTS
 Decision COP 11 /MOP 1 (Montreal, 2005):
The National system should be designed no later than one year prior to the
start of the first commitment period (2006)
 Main settings:
 GHG emissions and sinks estimations on the Article 5 Kyoto Protocol;
 Data presentation in accordance with Article 7.1 Kyoto Protocol and
Decisions COP and/or MOP;
 Assistance in obligations implementation under Articles 3 and 7 Kyoto
Protocol;
 Facilitation of examination of represented information (Article 8) and
quality improvement of national inventories of countries.
 National system – whole of organizational, legal and procedural arrangements
for:
 GHG emissions and sinks estimations (working up of National GHG
Inventory);
 Submission of information about National GHG Inventory; and
 Archives of submitted information.


Entering into force Kyoto Protocol – 16 February, 2005.
The Acting Plan for the Kyoto Protocol implementation –
March, 2005.
 Art. II.1 Plan – creation of RUSSIAN NATIONAL SYSTEM
FOR THE ESTIMATION OF ANTHROPOGENIC GHG
EMISSIONS BY SOURSES AND REMOVALS BY SINKS,
according Article 5 Kyoto Protocol.
Russian Governmental Regulation «About Russian system
for the estimation of anthropogenic GHG emissions by
sources and removals by sinks», was agreed by Russian
ministries and ratified by Russian Government 1 March
2006.
The standard Act was created and agreed with other
Russian ministries, which adjusting the list, terms and
references of data collection and transfer, preparation
procedures of National GHG Inventory.
