INIS operates under membership arrangements that set specific duties and privileges. ii Message from the Secretariat In 2023, the Nuclear Information Section (NIS) initiated a transformative process that will extend over the next two years. Long-serving staff members Alexandre Anastassov and Hadia Mahmoud retired, while Jaime Garcia-Llopis concluded a distinguished 9-year tenure. While their departures created a void in technical expertise within the INIS framework, the organization has sustained its legacy of success and embarked on a journey of reform. Joining NIS as Section Head is Dibuleng Mohlakwana, who brings a weath of expertise and energy to the programme. In July, the 42nd INIS Liaison Officers meeting was held in-person in Vienna and virtually around the world. 80 participants from 62 countries heard speakers from the IAEA, as well as various INIS Liaison Officers. Women made up 38 of the participants, or 47%. The regional breakout sessions proved particularly valuable, facilitating discussions on local and regional concerns. During 2023, INIS augmented its repository with the addition of 127,305 knowledge products, marking the largest influx in 8 years. Contributions from the IAEA totalled 83,671, with member states contributing 43,634. This consistent support from both the IAEA and member states has led to a steady increase in records over the past four years: from 123,374 in 2020 to 127,261 in 2023. Despite experiencing a 17% decrease in unique visitors compared to 2022, with 1.7 million unique visitors, INIS remained a vital resource. Users conducted 2.6 million unique searches and viewed 4 million pages. An analysis of log files revealed a substantial number of unrecognized and unreported PDF downloads, exceeding 15 million downloads over the year, a 340% increase from previous reports. This unreported usage underscores INIS's broader usefulness, as it feeds various search engines, artificial intelligence models, and plagiarism checkers, contributing to its overall impact and relevance. INIS has also embraced Artificial Intelligence through the development of NADIA (Neural Artificial Intelligence for Document Indexing and Analysis). This initiative aims to enhance indexing efficiency, enabling the processing of larger volumes of records. Initial testing has shown NADIA to be more accurate in certain subject areas than human experts, positioning INIS as a comprehensive and contemporary source of nuclear science and technology information. Furthermore, INIS has undertaken significant efforts in knowledge preservation, digitizing 169 books from the IAEA Lise Meitner Library, totalling 57,348 pages. This digitalization initiative ensures the enduring accessibility and dissemination of valuable knowledge previously confined to print. Additionally, INIS continues its preservation endeavours with specialized projects concerning Germany's Forschungszentrum Jülich and the European Union's Joint Programme on Radioactive Waste Management (EURAD). The expertise cultivated by INIS in taxonomy management and development has garnered recognition, with staff members contributing significantly to the IAEA publication "A Taxonomy for the Decommissioning of Nuclear Facilities" and engaging in two ongoing taxonomy development projects – the Taxonomy for Small Modular Reactors and Micro-reactors, and Decking, the Decommissioning Knowledge Integration System. The INIS Thesaurus remains integral to the indexing process, serving as the foundation for categorizing all ingested knowledge products. Finally, the Nuclear Information Section embarked on the redevelopment of the INIS workflow and repository in late 2023, a project slated to extend into 2024 and 2025. The new system, based on CERN's Invenio, aligns with best practices utilized by various organizations including UN-Vienna, the World Food Programme, UNHCR, ITU, Caltech, DESY, Max Planck Institut, and Zenodo, particularly those focused on physics. This modernization initiative underscores NIS's commitment to enhancing efficiency and accessibility, ensuring its continued relevance and impact in the realm of nuclear science and technology. 1 Outlook for 2024 In 2024, NIS remains dedicated to the ongoing automation of INIS workflow. Transitioning from disparate applications, each coded in different programming languages, to a unified system will significantly enhance operational efficiency, streamline processes, foster transparency, and integrated INIS into the community of organizations leveraging and contributing to the evolution of Invenio. The development of NADIA continues to be a priority, with plans to deploy the system into production by the third quarter of 2024. Upon implementation, a majority of records processed by the IAEA will benefit from NADIA's advanced capabilities. To facilitate knowledge transfer and skill development, an in-person training session for INIS Liaison Officers, Alternates, and those working in INIS Centers is scheduled for October 7-8 in Vienna. This marks the first INIS training seminar after several years. The training agenda will primarily focus on familiarizing participants with the new system. Additionally, provisions will be made for online participation, ensuring inclusivity and accessibility. I extend my heartfelt gratitude to all for the support extended in 2023. Brian Bales INIS Coordinator 2 INIS Membership INIS was established in 1970 with the aim of providing access to a vast collection of nuclear literature references globally. This was in accordance with Article III, paragraph A.3 of the IAEA Statute which seeks to promote the exchange of scientific and technical information on peaceful uses of atomic energy. Starting with 23 Member States and 2 international organizations in 1969, INIS has expanded to include 132 Member States and 11 international organizations today (Table 1, Fig. 1). In 2020, 13 international organizations were withdrawn due to inactivity. This decrease was likely caused by an unregulated bot which accessed INIS aggressively in the latter part of the year. This caused significant downtime, the website to be inaccessible and a resulting possible downgrade Google's algorithm and INIS’s placement within its system. During the year, users conducted 2.6 million unique searches, viewed 4 million pages, and downloaded PDFs approximately 15 million times. In 2023, the USA had the highest number of users (Fig. 3). Top 20 Countries for Users 2023 vs. 2022. 4 INIS Input Since the beginning of 2023, input to the INIS repository steadily increased and, at the end, surpassed the number of records input in 2022. As shown in Figure 2, INIS exceeded its annual target of 100 000 records. . The INIS repository encompasses bibliographic records of conventional (CL) and nonconventional (NCL) literature, along with full text records that can be accessed either as PDFs within the repository or as URLs from external sources. At the end of 2023, the INIS repository held a total of 4 779 984 records, including 629 121 full text documents, hosted by INIS. Over 2.1 million references lead to a full text, many of which are hosted on other websites. 5 Bibliographic Records Upon the conclusion of volume fifty-four, 127 305 records of NCL and CL had been added to the INIS repository (Table 3, see Appendix), 2 451 records more than last year and the highest number of records added to the database since 2015 (Fig. 11). The main subject areas of new input to the INIS repository covered Nuclear Materials (17%), Environmental & Earth Sciences (13%), Life & Sciences (13%), Atomic, Molecular and Condensed Matter Physics (13%), Nuclear Physics (10%), and Chemistry (7%) (Fig. 4). Input to the INIS Repository by Subject Area – 127 305 records 2023. 6 The largest number of documents added to the INIS Repository were published in the Netherlands (26.3%), followed by the United Kingdom (18.1%) and Germany (10.2%) (Fig. 5). Total Input to the Repository by Country of Publication 2023. 52 INIS members states and organizations contributed records in 2023, 65.7% (83 671 records) were input by the INIS Secretariat and 34.3% (43 634 records) were contributed by other members, with Germany (5.3%), France (5%) and Japan (4.6%) inputting the largest amount (Fig. 6). Total Input to the Repository by Country/Org. of Input 2023. 7 Figure seven compares the total input from the top 15 contributing INIS members (excluding the IAEA) in 2023 with the previous two years. In 2023, Germany input the largest number of records with 6,780. France added 6,310. Members whose input increased in 2023 compared to the previous two years included Japan, China, India, the United States, Pakistan, Hungary, and Tajikistan. FIG. 7. The majority of bibliographic records (83%) entered in the INIS repository were journal articles, followed by miscellaneous records (7%), books (7%), and reports (3%) (Fig. 8). FIG. 8. Input to the INIS Repository by Literature Type 2022. 8 NCL Of the 127 305 combined NCL and CL records added in 2023, 12 888, or 10.1 %, of those were NCL. This surpasses our goal of achieving a 10% NCL representation in the database. France provided the most NCL records among all Member States with 3481 (27%), followed by the IAEA at 3053 (23%), Germany at 1024 (7.9%), Brazil at 969 (7.5%), Japan at 956 (7.4%), Austria at 542 (4.2%) and Indonesia at 327 (2.5) (Fig. 10). Top 10 NCL contributors over the past 3 years 9 The proportion of NCL reached a peak in 2019 and has steadily decreased over the last five years (Fig. 11). FIG. 11. Journals Nuclear Physics, Nuclear Materials, Atomic, Molecular & Condensed Matter Physics, Life & Sciences, and Environmental & Earth Sciences covered more than 80% of journal records (Fig. 12). Comparing the subject distribution in 2023 to a decade ago, Environmental & Earth Science increased to 14.9% from 2.9%, while Nuclear Physics decreased from 15.9% to 9.5% (Fig. 13). This may be due to increased research and publication in the area of Environmental and Earth Science. FIG. 13. Distribution of Journal Articles by Subject Area 2014-2023. Given the significant representation of journal articles, we analyzed detailed statistics for this type of record over the past 10 years (Fig. 14). The proportion of journal records in the INIS repository has remained at around 78% for the past decade, though it has increased in recent years. FIG. 14. Distribution of Literature Type over the Past Decade 2013–2023. 11 Voluntary Input Eleven INIS members (excluding the IAEA) voluntarily submitted a total of 2995 records. The French INIS centre made the largest contribution with 2294 records (Table 3 see Appendix and Fig. 15). We encourage INIS Member States to submit literature produced in their country for preservation, to publicise their national research effort, and for information sharing: FIG. 16. National vs. Voluntary Input 2014–2023. 12 The IAEA voluntary input peaked in 2015, but rose significantly in 2023 (Fig. 17), because of increased harvesting and indexing by the INIS Secretariat. Time Lag Nuclear science and technology are fields of great interest in research, resulting in the accumulation of many new journal articles, books, and reports. However, there is a delay in making this literature available to end users. Factors impacting the delay are publication, distribution, processing, and data entry. The latency of the INIS repository can be gauged by the time lag between publication and appearance (input) in the repository. Six percent of journal articles had a quick turnaround with a time lag of less than one month, while the majority (86%) had a time lag of over one year (Fig. 18). This is primarily due to INIS processing older issues from journals. With system redesign and redevelopment, and increasing automation, we expect greater system capacity and therefore, for INIS to be more up-to-date. 13 FIG. 18. Time Lag of Input to the INIS Repository 2023 The proportion of publications with a time lag of over 2 years increased dramatically in 2023, primarily due to the processing of older journal issues by the INIS Secretariat. The INIS Secretariat continued to perform automated checks on the indexing consistency of members’ input to identify records requiring manual verification. By the end of 2023, INIS subject specialists had reviewed and, when necessary, corrected the indexing of 20 023 such records. Full texts 2.18 million full text records consisting of NCL and CL were available through the INIS repository by the end of 2023, 627 319 of which were hosted at INIS. INIS expects to increase the number of full text records in the coming years, with system reform and a policy change to include more open, full-text materials. Full texts of NCL 12 888 full texts consisting of only NCL were added to the repository in 2023. 9823 of those were hosted in INIS with 7267 corresponding PDFs contributed by 31 INIS members (including IAEA, Table 4, see Appendix). France, with 3481 PDFs, was the largest INIS member contributor of NCL full texts — including many old dissertations currently being digitized by the French INIS centre. Other top contributors included the IAEA, Germany, Brazil, Japan, and Austria (Table 4, see Appendix). 14 Special Digital Collections NIS has been actively collaborating with Member States and various departments within the IAEA to create and maintain specialized digital collections. With the closure of the Facility for Nuclear Research at the Forschungszentrum Jülich in Germany, INIS was provided with approximately 11 000 scanned documents relating to the history and research conducted at the Institute. These documents include valuable scientific research in the area of high-temperature reactors, as well as primary sources on the history of nuclear energy in Germany. This project is expected to continue over the next two years, with INIS serving as a repository for these important historical records. In addition to its role in preserving and providing access to digital collections, INIS also provides long-term preservation for critical documents from organizations such as the European Joint Programme on Radioactive Waste Management (EURAD). EURAD is an initiative aimed at assisting its Member States with the implementation of safe long-term management of nuclear waste, disposal facility operations, and knowledge sharing on the topic. INIS serves as a repository for the preservation of project documents from EURAD, in addition to the EU’s Community Research and Development Information Service (CORDIS). NIS also began a digitzation project for full text IAEA publications that had not yet been added to the repository. The project is expected to continue into 2024 and involve more than 300 books. Capacity Building The INIS Secretariat provided Member States with advice and guidance on various aspects of INIS activities including preparation and submission of input to the INIS repository, provision of information services, and promotion of INIS products and services in their countries. Publications INIS Thesaurus The INIS Thesaurus was first released in print in October 1970 and has since evolved into a comprehensive nuclear knowledge organization system (KOS) with 31 448 descriptors. Out of these, 22 532 are valid terms and 8916 are forbidden terms. The INIS online Thesaurus Advisory Group currently comprises INIS members from Austria, Bangladesh, Bulgaria, France, Japan, Russia, Syria, and the USA, as well as staff from the INIS Secretariat. It was created to evaluate proposals for new descriptors and to review other related topics. Maintenance of the INIS Thesaurus continued, and the fully updated version is now available on the INIS website. The INIS Secretariat spent time correcting outdated and obsolete terminology. Regular updates to the INIS Thesaurus are essential in ensuring users have access to the latest and most pertinent information. As a powerful resource, the INIS Thesaurus provides a strong foundation for the development of taxonomies and ontologies within the nuclear domain. The English version of the INIS Thesaurus is updated monthly, providing users with the latest version in a single document. 15 The Multilingual Thesaurus in 8 languages (Arabic, Chinese, English, French, German, Japanese, Russian and Spanish) is updated twice a year — in January and July. The INIS Secretariat regularly solicits translation lists from the respective national INIS centres to be imported into the INIS Thesaurus. The INIS centres of France, Japan, Russia, Spain and Syria provided timely translations and revisions of outdated terms and scope notes. This effort was greatly appreciated by the INIS Secretariat. Upon request, multilingual versions of the INIS Thesaurus can be made available. INIS Thesaurus links are provided to all language versions, the Interactive Multilingual INIS Thesaurus with navigation capabilities, and the multilingual dictionaries without thesaurus hierarchy. Cooperation with INIS Members INIS continued its cooperation with ILOs, encouraging new contacts and promotional activities, as well as the inclusion of relevant conference proceedings in the INIS repository. 6 INIS information letters, covering different aspects of INIS activities, were sent to ILOs. 2023 Information Letters 433 434 435 436 437 438 439 42nd INIS Liaison Officers Meeting - Save the Date INIS Statistics Note Verbale 42nd Meeting of INIS Liaison Officers 2022 INIS Progress and Activity Report 42nd Consultative Meeting of INIS Liaison Officers 42nd Consultative Meeting of INIS Liaison Officers Draft Recommendations Completion of Volume 54 of the INIS Repository Outreach and Promotion INIS promotion is encouraged through a variety of channels, including publications, meetings, and direct assistance. On the occasion of World Book and Copyright Day in April, INIS gave a presentation to UN Vienna staff titled The Coming AI Revolution and Its Implications for Us All. INIS also presented three papers: Charcoal Burning in Zambia: User Narratives for Successful and Equitable Information Services, Grey Literature on Climate Change Studies at the International Nuclear Information System, and Drops in a Bucket: Contributions of the IAEA Lise Meitner Library to the INIS Database at the GL25 International Conference on Grey Literature in December in Amsterdam, with a full papers published in The Grey Journal, Vol. 20, Num. 1, Spring 2024. At the request of INIS Liaison Officers, a flyer was created to highlight the benefits of INIS to Member States and was translated into multiple languages for distribution. The flyer aims to encourage researchers to submit their work in all areas of nuclear science and technology to the repository and highlights the global audience and relevant areas of interest. The flyer and other resources can be accessed in the INIS Members area. A number of Member States requested and received hard copies to use for promotional purposes. Together with the IAEA Library, INIS conducted training and demonstrations of INIS Repository Search for IAEA Safeguards inspectors’ trainings. 16 Cooperation with the OECD/NEA Databank Since the reinstatement of the Memorandum of Agreement between the IAEA and the Nuclear Energy Agency of the Organization for Economic Co-operation and Development (OECD/NEA) for the distribution of OECD/NEA Data Bank nuclear computer codes and processed nuclear data libraries to eligible IAEA Member States, 80 OECD/NEA Data Bank liaison officers were delegated to as many IAEA institutions in 18 IAEA Member States. In 2022, more than 35 code requests were received, of which 13 were approved and dispatched to the respective end-users. The following countries have directly benefited from the resumed services: Austria, Belarus, Brazil, China, Croatia, Egypt, India, Jordan, Peru, Philippines, South Africa, Ukraine, and Vietnam. As of 1 December 2022, with the end of the appointment of the Nuclear Software Specialist to the NEA Databank, the NEA/IAEA Co-operation Agreement regarding the provision of Data Bank services to IAEA member states has once again been suspended.
