«Короче говоря, ура!»
Понедельник, десять часов утра. Подходит к концу первая пара, студенты с нетерпением ждут, когда
преподаватели отпустят их на перерыв. Повсюду царит рабочая атмосфера . Но сбежать от первого
буднего дня легко – достаточно спуститься в конференц-зал, где проходит открытие Московской
Международной Модели ООН.
Когда входишь в зал, тебя ослепляют тысячи вспышек фотоаппаратов. Каждый из фотографов старается
заснять самые яркие моменты : улыбки участников Модели, громкий смех девчонок с оранжевыми бейджиками
«Journalist» на груди, суету организаторов перед сценой, толпу ребят, обсуждающих будущие резолюции,
которые им предстоит принять в ходе игры… И, наконец, весь этот шум утихает , потому что на сцену выходит
Алина Богаткова, генеральный секретарь Московской Модели ООН и объявляет: «Просим всех занять свои
места. Мы начинаем!»
Ассамблею ООН открыло звучание семи скрипок и пианино: на сцену вышли ребята из Московской
Государственной консерватории имени П.И. Чайковского и, по традиции, наполнили зал бессмертными
звуками. Зрители громко аплодировали, услышав «Лирический вальс» Шостаковича и «Польку» Рахманинова.
Когда «музыкальная часть» окончилась, на сцену поднялся Анатолий Васильевич Торкунов, ректор МГИМО и
председатель РАС ООН. Он поприветствовал всех гостей и обратился к зрителям: «Хорошо, что, несмотря на не
по-весеннему мрачный денёк , мы все собрались в этом уютном зале». Затем Анатолий Васильевич обратился и
сказал несколько слов о реальной ООН и о значении самой Модели.
«Давайте вспомним то, что произошло в Ливии, ситуацию в Северной Африке, превратившейся в
кипящий котёл… Все эти конфликты говорят о том, что нужно заниматься их разрешением. И это – миссия
ООН», - говорил ректор. Затем Анатолий Васильевич рассказал о том, как много выпускников МГИМО участвует
в международной дипломатической деятельности, выразил надежду, что эту традицию будут продолжать и
сегодняшние студенты. «Хочу пожелать вам всем благополучия. Короче говоря, ура!», - закончил ректор свою
речь.
Остальная часть церемонии открытия была посвящена поздравлениям участников со стороны гостей.
Каждый из ораторов, сидевших на сцене, имел возможность что-нибудь пожелать участникам. Все, как
один, повторяли, что участие в подобных мероприятияхмероприятиях вроде МИМУН – это удивительная
возможность набраться опыта и попробовать себя на дипломатическом поприще. Сергей Евгеньевич Черёмин,
руководитель департамента внешнеэкономических и международных связей Москвы, улыбаясь, говорил
ребятам со сцены: «Играйте, не бойтесь, развивайте свой талант! Сейчас модель ООН – это маленькая игра, но,
поверьте, в будущем она у вас будет большой!»
Большинство выступающих напоминало зрителям о событиях, недавно потрясших Ливию и Японию,
о том, что модель ООН призвана защищать мир во всём мире и способствовать развитию дружественных
отношений между странами. Наконец, после множества советов и «наставлений» от «старших товарищей» ,
слово взяла Алина Богатковаина. Как и Анатолий Васильевич, она начала свою речь с замечания (или шутки) о
погоде: «Секретариат модели ООН приносит извинения за то, что вы видите за окном. Но зато мы гарантируем
вамс теплую атмосферу на игре!» И, наконец, под громкие аплодисменты зала, «местный» генеральный
секретарь произнесла: «Я объявляю Модель ООН открытой!»
После этих слов на головы участников стали падать голубые и белые воздушные шарики и грянул
международный гимн студентов «Gaudeamus igitur». Тогда все гости поднялись со своих мест и, улыбаясь друг
другу, стали подпевать ой композиции.

Congratulations on taking part in the Model United Nations. This experience will give you a full
taste of the complexity of international relations -- the intricacies of negotiating among diverse peoples and
perspectives, the challenges of achieving consensus, the patience required to win progress. These skills will
help you in whatever course you choose in life.
I trust you have all heard the saying, “united we stand, divided we fall”. That adage captures this moment in international affairs. No single country or group, no matter how powerful, can take on the major issues of the day alone. In an era when challenges spill over borders and have global reach, our future depends
on how well we work together.
We must unite to overcome climate change, and create a greener, more sustainable world for all. We
must work in unison to defeat extreme poverty and build a more just and prosperous world. And we must
stand up for human beings in crisis -- people caught up in war or disasters, or those whose fundamental
rights are being infringed.
You are an important part of the solution. The world needs your active engagement. I urge you to use
the knowledge and skills you gain from this Model UN and other pursuits to advance the objectives of the
United Nations. After all, you will soon be the government officials who will negotiate peace… the community leaders who will help feed and shelter the vulnerable … the entrepreneurs and innovators who will get
carbon emissions under control … the lawyers and human rights defenders who will fight injustice, impunity
and intolerance.
But, of course, your influence is already making a difference. Recent events around the world demonstrate once again the power of young people to take the initiative and turn the tides of history. Technology,
awareness, activism and a commitment to social justice are all combining to provide young people with a
voice like never before. The world must take account of those voices and the legitimate aspirations of young
people everywhere for opportunity and dignity.
Please keep working with us, pushing us and inspiring us. Above all, help shape our world for the better; help us meet the collective tests of our times; and help the United Nations deliver what the world needs
at this crucial moment. Please accept my best wishes for a rewarding Model UN.

Генеральная Ассамблея: Начало...
Первое заседание Генеральной Ассамблеи международной
Модели ООН выдалось непростым. Огромное количество
участников и практически стопроцентная их явка на заседание
сделали его работу затруднительной. Ведь довольно сложно
организовать обсуждение, когда около 200 делегатов имеют
твердые намерения выступить, принять участие в диспуте,
предложить резолюцию….
Однако мелкие помехи не помешали представителям
суверенных государств приступить к делу. Тем более что на
повестке дня стояла такая волнующая многие и многие народы
тема, как международный терроризм и пути его преодоления.
Проблема международного терроризма, по всей видимости,
действительно очень важна для всех представленных на Модели
В конференц-зале МГИМО стран, так как редкий делегат из числа выступавших за трибуной
не поделился печальным опытом своего государства, так или иначе сталкивавшегося с проявлением террористических
угроз. Поэтому у нас есть все основания полагать, что
последующие прения и конечная резолюция Ассамблеи
внесут очень продуктивный вклад в дело международного
урегулирования данного вопроса. И хотя пока что, в
первый день работы Модели, большая часть времени
ушла на определение регламента заседаний, делегаты уже
успели сделать заявления, касающиеся ряда конкретных
предложений относительно резолюции Ассамблеи.
Так, например, представитель США заявил, что
его страна уже готова сейчас же предложить проект
резолюции Генеральной Ассамблеи по противодействию
терроризму и призвал всех участников встречи к
активному взаимодействию в ее обсуждении.
Также делегат Южной Кореи внес ряд конструктивных
предложений по сути рассматриваемого вопроса,
подняв тему о реальности угроз кибертерроризма
и преступлений, совершаемых через сеть Интернет,
Генеральная Ассамблея ООН
противодействие которым становится все более важным в информационную эпоху – особенно для развитых стран.
В целом, первый день работы Ассамблеи, равно как и всей Модели, выдался насыщенным. Было много
различных мероприятий официального и организационного характера. Но самое главное, конечно, впереди
На следующий день начало работы комитета запланировано на утро – ведь самому большому комитету нашей
модели предстоит сделать еще очень много. И есть все основания полагать, что следующие несколько дней станут
решающими для обсуждения и принятия конечной резолюции Генеральной Ассамблеей. Остается только пожелать
удачи нашим делегатам.

Security Council
Friendly look at the Middle East
The first day of the Security Council session was fully
dedicated to the discussion of the situation in the Middle East.
Russia, China, the USA, the UK and France, which are five permanent members of the Security Council along with ten nonpermanent members, which this year are Bosnia and Herzegovina, Brazil, Columbia, Gabon, Germany, South Africa, Lebanon,
Nigeria, Portugal and India took part in thrilling debates in
room № 216 in the new wing of the university.
The session started precisely at 12 o’clock by the presentation of honorable delegates’ points of view on the issue. Every
delegate had a chance to express its opinion on the matter. Under discussion were such topics as the Palestine - Israel conflict,
border disputes, the situation in the Gaza Strip, status of Jerusalem, water resources, Israeli settlement and some other regional
problems.
The negotiations took place under responsive guidance of
the chairperson Anna Egorova, who succeeded in maintaining
both free and rather serious atmosphere of the working process.
The fun part was not forgotten either! The delegates had time to
joke and laugh as well. After a short break for lunch and time to get to know each other better the honorable
delegates began to offer their solutions of the Middle East problem, talking about Israel’s right on existence,
Iranian nuclear problem, regional economical and political crisis, human rights, violence and terrorism.
The hot debates were completed at 6 o’clock in the evening, when all the honorable delegates stated
their suggestions, asked some specializing
questions and commented on the issue.
So what is next for the Security
Council? That is still often, but it’s for sure
that it is going to be very interesting.

Добро пожаловать в орган, где нет делегаций; у нас есть управляющие. От болезни, которая
заставляет меня обращаться к вам «Уважаемые делегаты», я излечусь завтра утром, честное слово.

Пасмурное утро понедельника в Совете Управляющих
началось с тренинга по правилам процедуры – ведь они
священны, даже несмотря на тот факт, что в МАГАТЭ почти
нет тех людей, которые бы впервые принимали участие в
Моделях. «На модели уже работает радио, в следующем
году в планах телевидение. А вот в космос мы пока не
полетим…» - весело сказал председатель. Хотя, до модели
ООН в космосе, думаю, осталось не больше полувека.

компетентность Дмитрия Чарнецкого) старательно отвечал
Заседание МАГАТЭ на многочисленные вопросы с присущим ему тонким
юмором; никакого языкового барьера для хороших шуток! И через несколько минут от скуки не
осталось и следа. К тому моменту, как Совет начал заслушивать позиции, атмосфера в зале заседаний
была максимально дружеской и уютной. И вот здесь-то и начались дебаты: к позиции Италии, с которой
началась процедура заслушивания, было задано очень много вопросов, и активный управляющий от
Великобритании инициировал первое процедурное предложение: продлить время представителям
Вечного города. Впрочем, это не рекорд . Это только начало!
Следом за Италией, к уже установленным регламентом
пяти минутам для управляющего от США одной только
управляющей Франции были внесены три процедурных
предложения о продлении времени выступления. Конечно
же, в вопросах к стране-оплоту демократии управляющие
не могли не упомянуть проблему Ирана. Впрочем, господин
управляющий от США с достоинством ответил на вопрос,
что, безусловно, делает ему честь.
Управляющая от Нигера радикально отказалась
отвечать на вопрос о закупках урана, а вот представитель
Германии в Совете был лаконичен, краток и конструктивен. Совет, впрочем, не избавил его от
необходимости отвечать на вопросы, вновь предоставив времени больше, чем того требовал регламент.
А вот соседке Франции, несмотря на обширное выступление, из пяти предусмотренных вопросов
было задано три. Выступление края бесконечного вина и сыра, страны с Эйфелевой Башней в столице
венчало заседание – ведь впереди был круглый стол с представителем спонсорской компании РЖД.

GA 1st Committee
Day One: From Classical Music To Serious Allegations
Sometimes being prolific can be described as
getting down to working as soon as possible. When it
comes to 1st Committee, it can certainly be called prolific . It’s already almost impossible (even for the honorable Chair) to suppress the members of the Committee’s urge to discuss the burning issue before all of the
delegates present their countries’ positions. One can
only guess what the main discussion in the upcoming
days will be like.
Having found with some difficulty Hall 7,
where the 1st Committee sessions take place, delegates
of DISEC after the grand Opening Ceremony finally
gathered in one place at about midday. A couple of surprises awaited them. Firstly, the guest speaker would
not be able to give the lecture, which meant that participants were allowed to enjoy an early and pretty long
lunch. Secondly, some of the key members of the Committee were not present at the Model UN. Remembering the main topic of discussion at this year’s DISEC
Delegates
- non-proliferation of nuclear weapons to non-nuclear states, absence of representatives of the USA and Japan certainly brought some
changes into the discussion.
For example, delegates of Israel and Iran would raise the question as to why everybody discussed (in a pretty heated manner) their
nuclear programs and not that of the USA. Knowing the diplomatic ways of the latter, one could expect a discussion even more exciting
were the USA present.
The session was opened by the representative of the Russian Federation who spoke of the necessity of building a basis of trust
among the members of the international community when it comes to nuclear weapons. Later on many delegations also mentioned it,
along with the need for wider transparency
when dealing with such a controversial issue
as the one discussed at the Committee.
At one point the discussion smoothly
and quite unexpectedly moved to the issue of
Iran’s nuclear program. Only in approximately
half an hour was Chairperson able to convince
delegates of the need to first present all of the
countries’ positions and only then move on to
general discussion. Was it due to the problematic nature of the agenda or simply to the way
the delegates were keen to get down to discussion?
We will definitely find it out on Day
Two, when the rest of the countries’ positions
are going to be presented and first working papers drafted.

La 2ème Commission de l’Assemblée générale
Bienvenue à Moscou, honorables délégués!
C’est pour la première fois que nous écrivons un article en français dans notre journal et
vous savez bien pourquoi. Pour la première fois au
Modèle ONU de Moscou la 2ème Commission de
l’Assemblée générale effectue son travail totalement
en cette langue exquis. Une quarantaine d’étudiants
sont venus de tous les coins du monde pour y participer. L’ordre du jour de la Commission est assez
compliqué. Il faut analyser le sujet suivant: «Dette
extérieure et développement: pour un règlement
durable du problème de la dette des pays en développement» . Cela ne sera pas facile d’examiner cette
question, mais on espère qu’on adoptera à terme
une résolution. Par ailleurs, ça peux vous étonner,
mais il y a plus de jeunes filles que de garçons. C’està-dire le capitalisme inquète les femmes plus que les
hommes?
Le Président, Alexandre Vassiliev, a ouvert
la séance, en expliquant les règles de la procédure.
«Rien n’est clair pour le moment, tout va se dérouler» - le Président a-t-il dit. En fait, les délégués ont
cinq jours pour apprendre toutes les règles. Après
l’explication du règlement Yaroslav Yalovenko,
l’Expert de la Commission, a précisé comment il
faut travailler sur une résolution. On a commencé
la session par une minute de silence, qui a été consacrée aux victimes du sinistre au Japon.
Par l’ordre alphabétique les délégués ont
présenté les positions de leurs pays. Chaque
représentant avait quatre minutes pour parler et
répondre à toutes les questions. Il faut ajouter
que c’était le représentant de la Libye, Danyyl
Rybak, qui posait la plupart de questions. C’est
vrai que la situation en Libye est de l’heure. Les
délégués ont débattu avec intérêt, mais on ne
doit pas oublier l’ordre du jour. N’est-ce pas?
En gros, nous sommes heureux d’avoir
une chance de discuter en français. Combien de
Modèles ONU connaissez-vous dans le monde
où l’on parle français? Trois? Quatre? Vous pouvez être sûr que maintenant il y en a un autre et
c’est MIMUN!

ECOSOC
ECOSOC: in search of a perfect partner
“The best way to solve a problem is to tackle it together” – this simple truth works perfectly in the ECOSOC
committee. The first session of it in hall #1 collected the
delegates of different countries to present their positions
and get acquainted with each other. This year’s debates
are promised to be intensive and productive. The financial fraud and identity-related crime are on the top of the
agenda.
From the beginning of the session and even before it started distinguished delegates attempted to prepare for the future debates. If you were there you could
see someone trying on a shemagh (Arabian scarf) several
times. Actually, for those who are presenting Iraq it is very
important to look suitable. We must pay tribute that Vasily
Antipin, originnaly from Karelia, looks organically in this
piece of national dress.
Some persons immediately started exchanging
their ideas and even forming coalitions. As I could see
during the lunch break, the delegates from Brazil and Namibia had already began to discuss some important issues. And, who knows, maybe
they have already come to the solution together. Another memorable personality, Yannick Kabwau, presenting India, was running with a
plan of making coalition with the delegate from Brazil, remembering their relation to the new organization BRIC.
When each delegate was introducing himself, everyone in the hall was impressed by a 14 year old boy, who had actually participated
in four models of UN before and who has a concrete strategy for this session. He couldn’t wait to start the debates – his favorite part of the
session.
Alexander Ulanskiy, who is fond of English since his childhood, is now keen on politics and wants to become a diplomat in the future. Lets
wish him good luck, he deserves it!
The official session showed that it brought together the brightest representatives of the countries. The debate unfolded between the
developed and developing countries. The latter have just entered the IT era. They have no special technologies to protect the data. Specialists
in this area are absolutely necessary.
As for the delegates, some of them tried to suggest ideas, some were just presenting themselves. To my mind, we are only at the
start-point. It is the final step of the debate that will reveal the most challenging, extraordinary and productive participants.
ECOSOC is a serious and extremely important committee. The issues on the agenda are very complicated. That is why everybody
there mentioned how it is essential to work together on this field and to even establish a special committee to combat with financial fraud
and ID-theft.
Now, honorable delegates, it is up to you to find perfect partners and to promote your ideas!

Совет по правам человека
Расовая дискриминация: есть ли выход?
11 апреля 2011 года. Зал номер 5. Именно здесь
сегодня прошло заседание Совета ООН по правам человека.
На повестке дня– проблемы расизма, ксенофобии и других
видов расовой дискриминации. На заседание СПЧ приехали
неравнодушные школьники и студенты со всех уголков нашей
страны и ближнего зарубежья – чтобы перевоплотиться в
представителей суверенных государств.
Первый день начался с выступления доктора
юридических наук, профессора кафедры уголовного
права, уголовного процесса и криминалистики, Виктории
Алексеевны Бурковской. В своей вступительной лекции она
затронула проблему формирования толерантного общества,
с которой в XXI веке столкнулся мир. В нашу эпоху очень
важно, чтобы все люди чувствовали себя защищенными
от дискриминации на основе национального признака или
пола. Проблемы расизма и ксенофобии являются основой идеологии терроризма, и именно поэтому они касаются
каждого из нас. Верное решение данных проблем может спасти миллионы невинных жизней. Каждый из участников,
кто прослушал эту небольшую вступительную лекцию, понял, что он может изменить мир к лучшему: надо лишь
приложить максимальное количество усилий.
Собственно самое главное, то, зачем все делегаты приехали в МГИМО, началось после обеда. В 14.00 все в том
же зале №5 сопредседатель СПЧ Протасов Матвей уточнил регламент, председатель Анастасия Землюкова провела
перекличку, и собрание было объявлено открытым. В первый день участниками были представлены позиции 21
страны: Ангола, Бельгия, Венгрия, Гана, Замбия, Катар и другие.
Напомню, что позиция должна включать в себя три пункта:
описание ситуации, касающейся данной проблемы, в стране,
рассказ о мерах, которые предпринимаются в стране для того,
чтобы избежать обострения проблемы, и предложение, которое
страна может сделать мировому сообществу от лица органа.
Все участники говорили очень искренне и старались выступать
как можно более убедительно. Они акцентировали внимание
слушателей основных аспектах повестки, старались показать
не только стандартную точку зрения на данный вопрос, но
и проблему глазами подверженных расовой дискриминации
людей. Так представительница Иордании сказала следующее:
«Мы живем в эпоху глобализации. Люди ездят на японских
или на немецких машинах, покупают китайскую технику,
носят итальянскую одежду, пользуются латинскими буквами и
арабскими цифрами. Как, живя в таком мире, можно вообще
говорить о расизме?!»
Этот вопрос остался без ответа. Но ведь в ликвидации
подобных проблем и состоит основная миссия, как ООН, так
и Модели ООН. Свою программу решения данного вопроса
делегаты будут разрабатывать на протяжении всей конференции.

International Court of Justice
Finding the Truth
Today’s first session of the International Court of Justice (ICJ) started of with a short
lecture, read to the honorable judges and advocates by PhD. Vladimir Golitsyn. He gave
a short preview on the work of The ICJ and the case itself: Questions relating to the Obligation to Prosecute or Extradite (Belgium vs. Senegal). This case will be deliberated by
Judges of The International Court of Justice for the next five days.
After a short introduction into the case and the ICJ itself, followed by a short lunch
break, the Judges and Advocates met once
again to agree on the plan of the session,
check if all the Judges and Advocates are
present and listen to the presentation of
the Advocate of the Applicant. Though
two of the 15 Judges happened to be absent today, The Chairperson claimed the
Sitting to be Open!
The Sitting started of by every member of The Court taking an
oath by saying the following words of honor: “I solemnly declare that
Judges
I will exercise my power impartially and conscientiously.” Then The
President of the Court gave the floor to the Advocate of Belgium. “This case is very important to all international community” – said the Advocate. It is hard to disagree with this statement, since it is dealing with crimes against humanity and moreover it is an international case. After a short introduction The Advocate presented a video “The Dictator
Hunter”, talking about terrible anti-human crimes committed in Chad by its ex-leader Habre. In 2000 Habre was put
under house arrest by the Court of Dakar for killing over 40,000 people in his country. Belgium estimates Senegal’s
failure to try Mr. Habre and wants his extradite to Belgium. However, the Senegalese President commented: “Africans must be tried in Africa!” At the moment
the Chadian tyrant is enjoying his retirement in
Dakar, instead of spending his last years in prison. Senegal doesn’t refuse to prosecute Habre,
however, as the President of Senegal stated, his
country is just financially unable to try Mr. Habre and it needs $27 million for that purpose. The
question that no one can really explain is that
why does it cost so much to hold a regular court?
Neither The EU, nor the African Union can explain this price. So far we didn’t have a chance
to hear the explanation to this paradox from the
Senegalese Advocate. We will continue following
The Court events tomorrow.

UNIDO
UNIDO’s promising start
It is about 6.30 pm now. The first working of the UNIDO’s session, as
well as other committees’ is already out. Our honorable delegates, chairs and
experts have already left MGIMO to have their late dinner in «Yolki-palki»
restaurant. Well, now I’m wishing everyone bon appétit and a great pastime
during this evening. While you are having a rest, I’ll try to remember and remind some interesting details from our today session – for you not to forget it
for ages.
UNIDO committee started it’s meeting at a quarter to 1 pm. Till that time
our guests had been greeted by the managers of the MIMUN-2011, had a tour
around MGIMO-University and, full of energy and positive emotions, were
ready to start their work.
Pau Petit Iglesias, our honorable Chairman, who came to the MIMUN from Barcelona, greeted participants. Then Helene
Burova (MGIMO), the Expert, announced the agenda of the current session. You know, it sounds like «UNIDO activities in achieving the Millennium Development Goals: forestering transfer of technologies for renewable to the developing
countries». The tackled problem is really urgent for nowadays and, according to Expert’s statement, has to be resolved with
an emphasis on four MDGs: to end poverty and hunger, to reach gender equality, to determine environmental sustainability and global partnership.
So, the goal of the agenda has been set. Co-chairman Natalya Fishman (MGIMO),
made a focus on terms of procedure, mentioned the importance of the current problem
and wished everyone good luck. After loud burst of applause the first distinguished delegate took a word.
All delegates who were present (or present and voting – in this case it doesn’t
matter) had fascinating speeches. Both position of the country and personal position of
delegate were clear and accessible in most cases. However, it didn’t prevent the other participants to ask alert questions to clarify some points. Concerning this issue, the honorable
delegates from Norway, India, Saudi Arabia, Sweden and who else displayed themselves as
the most active.
In general 44 participants took part in the session today. We have guests from
Russia, America, Italy, Slovakia, Romania and other countries.
Despite the time assigned to every delegate’s speech and number of questions was
limited, we hadn’t enough time to listen to everyone. So the representatives of some countries, in particular Norway, Senegal, Guatemala, Mexico and others, will take a word the
next day.
During the second part of the meeting, after a small coffee-break, each participant was offered to fill in a special
questionnaire. “How did you learn about MIMUN?”, “What role does the Model play in your life?”, “What do you expect
from MIMUN – 2011?”… If I were a delegate (not just a journalist), I would say my expectations are really bright. Judging
by the first day, the work of UNIDO session seems to be really promising.
